  If you have a 32bit Windows then install a 64bit one (32bit can not see more than 3GB). Does your bios report only 2GB? are the 2 RAM sticks similar in configuration? (mhz, timings, etc). Did you check if both works ? (try only putting one at a time). Sometimes if the RAM sticks aren’t similar they might not work well together.
